JETRO’s model case is one of the clearest ways to see this. Preliminary preparation can include deciding the entry form, market research, arranging a local representative and temporary office. Business setup can then involve registration, tax notices, investment notifications, banking and permits. In parallel, founders may be dealing with status of residence, permanent office, staffing, social insurance and housing.


That is why a company can be “incorporated” and still not be operationally ready.
